First-Time Login
This guide walks you through logging in for the first time and orienting yourself in the system.
Prerequisites
Before you begin, confirm you have:
- Login credentials (email and password) from your system administrator
- A computer with a supported browser (Chrome, Firefox, Edge, or Safari)
- A stable internet connection
Logging In
Step 1: Open the Application
Open your browser and navigate to the application URL provided by your administrator.
Step 2: Enter Your Credentials
On the login page, enter your email address and password, then click Login.
Passwords are case-sensitive. If login fails, check that Caps Lock is off and that you are using the email address — not a username.
Step 3: You're In
A successful login takes you to your Dashboard — your home page in the system.
- Invalid credentials — Double-check email and password; contact your admin if you cannot log in
- Account inactive — Your account has been deactivated; contact your admin
- Page won't load — Check your internet connection and try refreshing
Your Dashboard
The dashboard is role-specific — what you see depends on your assigned role. Common sections include:

The Navigation Sidebar
All modules are accessed from the left sidebar. The items you see are filtered to your role — you will only see the modules your role can access.

If a module is not listed in your sidebar, your role does not have access to it. This is expected behavior — contact your admin if you believe access is missing.
Role-Specific Navigation
Requesters and Office Staff (REQUESTER, STAFF_REQUESTER, DEPARTMENT_HEAD)
Your primary work is in Procurement (creating and submitting PPMPs and PRs) and Disbursements (creating and tracking DVs). Your dashboard will show your pending documents and those awaiting your action.
Budget and Accounting (BUDGET, ACCOUNTING)
Your dashboard highlights DVs and PPMPs waiting for your review. Use Procurement → Budget to manage appropriations and deadlines.
BAC Secretariat (BAC_SEC)
Start from the BAC Secretariat hub, which links directly to RFQ Management and PO Management. The hub also links to the Annual Procurement Plan for oversight.
Treasury (TREASURY)
Your queue shows DVs that have reached the Treasury step and are ready for check issuance or release. Use Disbursements to act on them.
HOPE
You have approval authority over WFPs and AIPs in Planning, and oversight access across procurement and disbursements.
Administrators (ADMIN)
Full access to every module. Start with Admin to configure users, departments, directories, and workflow templates before other staff begin using the system.
Inventory Custodian (INVENTORY_PROPERTY_CUSTODIAN)
You land on the Receiving tab in the Inventory module. Use it to record items received from DVs and POs, then issue them to custodians.
Password Verification Actions
Certain critical actions in the system require you to re-enter your password to confirm. These include:
- Submitting a WFP, AIP, or PPMP for approval
- Approving or returning a WFP or AIP (HOPE only)
This is an audit control. Keep your password secure and never share it.
Logging Out
Click your profile name or icon in the top-right corner, then select Logout. Always log out when using a shared computer.
